One of the dads bought a book that says to angle the wheels in...everything I read from you guys who cant your wheels say to let the wheel ride the axle head...Is there a significant difference on canting in or out on the wheel

It all depends upon how well you cone the inside hub of the wheel, how smooth your paint on the body sides is and the lubrication of the axle, wheel and body. I would much rather run my styrene wheel against a hard steel nail head that has been polished and well lubed than the body. Some guys who use catalyzed clear coat that dries really hard and smooth may not have the same concerns, but for us rattle can PDDR Members, I suggest sticking to the (2) materials most easily controlled, the wheel and the axle.
