I have used a couple ways. In a drill press or another spinning devise at about 1200 rpm using a fine file. The way I usually do the groves is on a small lathe using a cutting tool. The shape and size of the groves is personal preference but you should consider where the wheel will ride on the axle. Groves have only been proved effective to hold graphite longer but not to, by themselves, reduce friction by reducing surface area.
