O.K., I need some input please.
As I mentioned in an earlier post, I have a 12X12 room in the corner were my track is. I want to make this my paint room. There is 1 entrance door and 1 window opening to the outside. If I pull up the carpet, paint the walls and ceiling with kiltz, cut a hole in one of the walls (maybe 2) in order to put filters in and place a window fan in the window to pull the fumes out. Would the fan and filters be adequate enough to pull out the fumes and keep dust at a minimum? I want some sort of elevated rotating table in the center for painting on. Just worried about venting the fumes out.

Just worried about venting the fumes out. Sounds like you have a good plan... I would suggest that when you have done all of that, now what I do in my paint area is I hang painters plastic all around my walls from floor to ceiling. This makes a very nice clean place to spray. Also with your fan in the window cut some foam or use some old towels to seal off the air gaps around the fan. You can get the "painters plastic" at your local hardware store like a LOWE'S or HomeDepot... maybe at WalMart as well. It is the very light weight plastic comes in rolls for about $15-20. I think it's a 400 foot roll... I use masking tape to hang the plastic up around the walls. Fast easy way to make a booth. Start at the door opening and roll the plastic all the way around the room in one peace, then cut out where your incoming air is and your fan use the tape to seal the plastic to the walls around the door and fan and incoming air areas. Also what would work good for your floor is some linoleum or some heavy weight plastic you can buy that at the same places. Try and put your intake air vents on the opposite side from your fan so you can get a good cross draft and even flow through the room. Plus another benefit doing it this way is your walls and floor will not get any paint on them.... that keeps mama happy in the process... save time on clean up as well... If you can leave it up for a while it will last a long time to. Don't be afraid to use some tape, make sure you use enough to hold it securely. I have had very good success with this kind of set up in all of the years I have been painting... plastic is cheap and easy to work with. once finished and need it out of the way just throw it away. And when you want to do it again get your roll of tape and roll of plastic and start hanging it up, instant paint booth...
