If I wanted to resize the bore without using tubing, what is another way? Two-part epoxy, JB Weld, Devcon

Fortunately I have access to a Mini-Lathe. Chucking up a wheel then using the tailstock drill chuck to hold the bit to bore the hole.
I'm trying to use BSA wheel advances on S&W/Royal Ranger wheels. Seems my times/speeds have plateaued with the stock .125 bore design of the #4 wood screw.
Extra wheels are hard to come by,have to buy a whole kit, so discussing options first saves $$$$$$
