So I get the rules for my sons pack race today. They are pretty good but they will not allow for canting of the rear wheels. Does rail running still work ok with non-canted rear wheels?

No canting/camber to mimic the effect of a razor wheel. Slight canting for the purpose of alignment is allowed.

It will work. Still need to cant the front wheel. However you can even just toe-in the front wheel without canting it. Might be better off just narrowing the front of the car.
