Larger diameter wheels will make less revolutions than a smaller wheel to complete the track. Take the diameter of your wheel and multiply that by 3.1415. Then take that number and divide it by the track length. This will give you how many times that wheel makes one revolution down the track. There may not even be enough difference to even matter? I would suggest to buy Jewkes Pure Stocker wheels. These will be the best choice and will pass your rules.

I don't have an answer for you but I'll list a couple of facts...
...the lighter the wheel, the car will accelerate faster. This will have more impact the shorter the track.
...the taller the wheel, the more "distance your car will travel per wheel revolution" (AKA rollout). This will have more impact the longer the track.

With all things being the same except the diameter. Your taller wheels will be faster. What do your wheels measure and weigh?

With all things being the same except the diameter. Your taller wheels will be faster. I agree. Do you know why most wheel modifiers sell bsa legal / pure stock wheels trued at a diameter of 1.169 - 1.170? There's a seller on ebay who claims to sell them trued at 1.189 - 1.190; he cleaned up, selling the most trued sets of anyone on ebay this past season.

THERE WHERE ONLY A COUPLE OF WHEEL MOLDS THAT YOU COULD DO THIS WITH... WHO IS THE E-BAY SELLER CLAIMING THIS, i WOULD LOVE FOR HIM TO PROVE THAT HE HAS THE BEST WHEELS... THE REASON JEWKES CUTS THEIRS TO 1.170 IS SO I DID NOT HAVE TO SET UP THE CNC FOR EVERY MOLD NUMBER. THE SET UP TAKES CARE OF EVERY MOLD AND I CAN GET THE WHEEL WEIGHT AT 3.2 GRAMS... WITH THE WHEELS WEIGHT AT 3.2 IT GAVE US FASTER STARTS AND FASTER CARS OVER ALL. BECAUSE WE REMOVED THE WEIGHT WHERE YOU NEEDED TO. ON THE OUT SIDE OF THE RIM... WHICH THIS IS WHY THEY HAVE DOMINATED FOR 4 YEARS ON A NATIONAL LEVEL...

The last set of Jewkes PS wheels I got were absolutely beautiful! I couldn't even see any machine marks on the tread. I don't know what kind of alien technology they have in their shop but the results are sweet!

They are fast as well. The 3.2 gram CNC wheels have been dropping car times across the board.

The seller, "instrument-maker" is easy to spot, typically sells his set of wheels and axles at BIN price of $36. I think he creates a groove inside the wheel hub opposite the axle which he doesn't groove. I'm sure he's happy with his nitch and not interested in a canus mas macho argument. I hate when the Caps Lock key gets stuck.

My cars will be running either the CNC 3.2 grams EDGE PureStockers or the even faster 2010 EDGE Pure Stockers in combination with the new 91 GSA EDGE axles...
They are blazzing fast. ;D ;D ;D
