Ok I have read that an extended wheel base is the way to go. If our rules state that stock wheel base must be used. Is it better to trim the block of wood front and back flush with the wheels?

With a shorter wheel base car, you are able to keep the weight on the hill longer which will require very precise tuning to maintain stability down the straight.
Yes you want to set up the car with the back edge of the wheel at the back of the car.
Dependeing on what style of track you are running on will determine how you need to set up the car for optimal performance.
There is a lot more involved when trying to find more speed.
