I'm going to enter a local Derby Race and the rules call for "Only official BSA wheels". Is this normal and do the aftermarket BSA wheels with all the stock markings qualify?
What has been your experience? Is this a gray area?

many of the aftermarket wheels including the Edge Stockr's and Super Stockr's are Official BSA wheels.

I will be using the nail axles which come in the BSA kit. I'm going to be drilling new holes for the axles using "The Block" to keep everything straight. What size drill is used to drill the correct size holes for standard BSA nail axles?

I have posted that I have had great success with #44 brad point bits, but this is for the 91's or 93's axles - as the brad point seems to make an oversized hole.
